Quality Care For Every Patient
The Ontario Seniors Dental Care Program (OSDCP) is a provincial initiative that offers free routine dental care to eligible seniors across Ontario. This service is available through Public Health Units, Community Health Centres, and Aboriginal Health Access Centres.
Eligibility Criteria
To qualify for the OSDCP, Ontario residents must meet the following criteria:
– Be 65 years old or older
– Have an annual income of $22,200 or less for a single person, or a combined annual net income of $37,100 or less for a couple
– Have no access to dental benefits through private insurance or other government programs, such as the Ontario Disability Support Program or the Non-Insured Health Benefits Program
Covered Dental Services
The OSDCP covers a range of dental services, including:
– Examinations and assessments
– Preventive services (e.g., cleanings)
– Restorative services (e.g., fillings for broken teeth and cavities)
– X-rays
– Oral surgery (e.g., tooth extractions and removal of abnormal tissue)
– Anesthesia
– Endodontic services (e.g., root canals to treat infection and pain)
– Periodontal services (e.g., treatment of gum conditions and diseases)
Prosthodontic services, such as dentures, are also covered to a certain extent under this program.
Financial Eligibility Verification
A senior’s income will be verified using their Social Insurance Number (SIN) provided during the application process. The SIN will be used to check the senior’s annual net income based on their tax return.

How to Apply
You can apply to the OSDCP online or by mail. If applying with a spouse or common-law partner, each individual must submit separate applications. Seniors can apply online or pick up a paper application form at one of the Windsor-Essex County Health Unit offices.
Before you begin the online application, ensure you have:
- Your date of birth
- A valid Ontario address
- Your Social Insurance Number (SIN) or Temporary Taxation Number (TTN)
- Filed your taxes last year
If you do not have a SIN or did not file taxes in the previous year, complete the application using the guarantor form. A list of acceptable guarantors is available here.
Completed application forms are processed by a provincial processing centre, which will verify the applicant’s income. Eligible seniors will receive a welcome package and a dental card confirming their enrolment in the program.
